Our area is messed up. Ulster county is paying ellenbogen media over $1,000. Per UC Government meeting for video service. County executive Pat Ryan just proposed a million dollar broadband internet study. Yet almost all the local governments do not put a dime into public access tv. In violation of the franchise agreement. (Which most are expired) / void.

I agree. Internet access is a must-have to follow along with Government Meetings are no longer broadcast on local PEG (Public, Educational, and Government. The City of Kingston receives $405,000 from cable franchise fees from the cable subscribers, and doesn't direct any funds to the public access station.
