County Executive Pat Ryan Declares a State of Emergency Due to Rising Cases of COVID-19

in a Press RELEASE: November 28, 2021 

With positive cases of COVID-19 and hospitalizations rapidly rising, County Executive Ryan announced that he has declared a State of Emergency The State of Emergency will be in effect for at least 30 days and will allow Ulster County to rapidly procure needed testing and vaccination supplies, bolster available public health staff resources, and redeploy County staff to support COVID operations if necessary Active cases of COVID-19 have tripled since Halloween, bringing the count to its highest level since April 2021 County Executive Pat Ryan urges the public to get vaccinated, get their booster shot, and continue to socially distance and wear masks when indoors 

 KINGSTON, N.Y. – In response to rapidly rising COVID-19 cases and hospitalizations, and the emergence of the new Omicron (B.1.1.529) variant, Ulster County Executive Pat Ryan announced today that he has declared a State of Emergency. The order, in effect for at least thirty (30) days, will allow Ulster County to more rapidly procure needed testing supplies for local schools, businesses, and families; bolster available public health and medical staff resources across the county; and, if necessary, to redeploy the workforce to support testing, contact tracing, and vaccination efforts. 

“With COVID cases and hospitalizations surging, and the emergence of a new and potentially more dangerous variant, we must step up our efforts to ensure the health and safety of all of our residents,” County Executive Pat Ryan said. “Informed by real-time data and the advice of our team of public health experts, this emergency order is an important step to allow the County to respond rapidly and effectively in order to combat the virus. We must do everything we can, individually and collectively, to prevent another difficult and deadly winter. I encourage all residents to get vaccinated, get your booster, and continue to socially distance and wear masks when indoors around others.

” In the month since Halloween, active cases of COVID-19 have tripled in Ulster County, bringing the count to its highest level since April 2021. Ulster County Executive Pat Ryan is continuing to urge residents to get vaccinated if they have not already, and to get their booster shot if they received their last dose over six months ago. “With the emergence of the Omicron variant, it’s even more urgent to get vaccinated and get your booster,” County Executive Pat Ryan said. “Vaccines remain our most effective tool to stop the virus and save lives.

” Ulster County will continue to hold regular vaccination PODs for residents who need to receive their 1st dose, 2nd dose, or booster dose. Appointments are recommended for the County’s vaccination PODs; although walk-ins will be accommodated as capacity allows. Sign up for an appointment at VaccinateUlster.com. In addition, 

County Executive Ryan reiterated the continued need for residents to volunteer to staff and support the county’s COVID-19 vaccination efforts. The Ulster County Department of Health is still accepting volunteers, particularly medical volunteers to be vaccinators, and screeners. Vaccinators need both an active license and current CPR certificate, or can be basic and advanced EMTs with current CPR certificate. Screeners create the record of vaccination for each patient, so should be computer literate, have attention to detail, and good customer service and communication skills. Rep. Delgado, Executive Ryan, and Mayor Noble Announce American Rescue Plan Local Government Funds #UlsterCounty #KingstonNY

KINGSTON, NY – Today, U.S. Representative Antonio Delgado (NY-19), Ulster County Executive Pat Ryan, and Kingston Mayor Steve Noble announced the delivery of American Rescue Plan local government funding to Ulster County. Rep. Delgado's Direct Support for Communities Act funding formula is delivering $130.2 billion to counties, cities, towns, and villages across the United States. New York's 19th Congressional District will receive over $400 million in direct federal relief. Via Rep Delgado's Direct Support for Communities Act funding formula, Ulster County will receive $34,491,474. Kingston will receive $17,301,385.

County Executive Ryan Announces that All County Offices Will Reopen to the Public Starting on June 1st

Kingston, NY – Ulster County Executive Pat Ryan today announced that starting on Tuesday, June 1st, all Ulster County Offices will be open to the general public. Residents entering County buildings will be required to wear masks unless they provide proof of vaccination. The Ulster County DMV will remain open by appointment only. “This is a major milestone for our community,” County Executive Pat Ryan said. “We have seen a sharp decrease in positive cases because our residents have been getting vaccinated. While we will be reopening to the public, we will continue to take necessary precautions to keep everyone safe. The health and safety of the 1,400 individuals who work for Ulster County, along with the tens of thousands of residents that we serve remains of utmost importance to me.” From the Executive's Desk

Ulster County Executive Pat Ryan Announces Covid-19 Vaccine Distribution Plan

The County has selected vaccine distribution “hub” sites in Kingston and Ellenville with a focus on ensuring equity, especially in underserved communities 

The County has the capacity to perform up to 50,000 COVID-19 vaccines per month at county-led Point of Distribution (POD) sites, once fully operational.

KINGSTON, N.Y. – Ulster County Executive Pat Ryan today announced significant elements of Ulster County’s Vaccine Distribution Plan. The county has developed its plan in partnership with the Mid-Hudson Regional Vaccine Hub, led by WMC Health, and the New York State Department of Health. The county has selected the Kate Walton Field House at Kingston High School as its primary vaccine distribution site and The Ellenville Regional Hospital Center as its secondary distribution site. These two locations will be key to the county’s efforts to ensure all residents can receive the coronavirus vaccine rapidly, safely, and equitably. These sites will serve as a central component to expanding access to the vaccine through a multi-faceted approach in addition to eventual distribution at hospitals, health care facilities, pharmacies, and other partners throughout the county. 

 “Ensuring we distribute the vaccine safely, quickly, and equitably is the most complex and critical phase of our entire pandemic response. ” Ulster County Executive Pat Ryan said. “While we are still months away from the vaccine being widely available to the public at-large, the County has a robust plan in place to rapidly scale up distribution once the vaccine is made available to us. The selection of the county-led Kingston and Ellenville vaccine distribution sites will allow more residents to receive the vaccine swiftly and safely while also prioritizing equity at the center of our response.

” The county will be able to perform up to 50,000 vaccinations a month at these county-led facilities. The primary vaccination distribution site in Kingston will be equipped to be able to perform up to 45,000 vaccinations per month and will be open seven days a week. The Ellenville site will be able to perform up to 5,000 vaccinations per month to start and will be open Monday through Friday. In addition, the County is coordinating closely with other key partners -- including hospitals, health care facilities, pharmacies, and providers -- to add additional vaccination capacity throughout the county. The County’s vaccine distribution plan emphasizes a strong focus on reaching underserved populations, with the selection of these sites aiding in ensuring fair and equal access to the vaccine. 

 The County will continue to follow the State’s guidelines on the phased distribution of vaccines and encourages residents to familiarize themselves with the phases and identify what phase they are in by checking the State website here. The Kingston site will begin operations on January 11th and the Ellenville site will begin operations on January 14th for eligible groups specified in Phase 1 including health personnel, EMS, and residents and staff at congregate facilities.

County Executive Ryan Announces Independence Weekend Salute To Essential Workers

Announces July 4th Community Fireworks Show at TechCity and July 5th Motorcade to Honor Essential Workers 

KINGSTON, N.Y. - Ulster County Executive Pat Ryan announced today that Ulster County will be presenting an Independence Weekend Salute to essential workers. Sponsored by the law firm of Mainetti & Mainetti, the County will be hosting a July 4th Community Fireworks Show located at the TechCity parking lot at 300 Enterprise Drive, Kingston. The lots will open at 7:30 p.m. and the fireworks presentation will begin at dusk. To abide by social distancing precautions, all attendees will be required to stay near their vehicles and no alcohol will be allowed on the site. This event is free for all residents. Additionally, on July 5th, communities throughout Ulster County will recognize essential workers at a motorcade starting at Dietz Stadium at 4:00 p.m. in Kingston. The motorcade will feature and recognize individuals who have gone above and beyond during the pandemic. 

“I am so proud that we are able to not only provide a safe outlet for our residents to celebrate our nation's independence but to also recognize the hard work of all of those who have stepped up over the last few months,” County Executive Ryan said. “I would like to thank the law firm of Mainetti & Mainetti for sponsoring our fireworks celebration and I hope that residents will join us to recognize the works of those who selflessly put their own health and safety on the line for our community.”

The selection of the TechCity property for the event is another indication of County Executive Ryan‘s commitment the repurposing the property, and we look forward to continuing to work with him to find even greater uses for the site.“ 

“I would like to commend County Executive Ryan and his team for selecting the County-owned property on Enterprise Dr. in the Town of Ulster as the site for one of this year’s July 4th celebrations,” Ulster County Legislator Brian Cahill said. “As we move to re-imagine this site together, utilizing the grounds for safe, family-friendly events like this makes perfect sense. I am looking forward to a wonderful evening on the 4th.”
